The United Nations General Assembly distributes its broad mandate among six Main Committees to ensure efficiency and functional specialization. Although the General Assembly may adopt only non-binding recommendations under Articles 10-14 of the UN Charter, it can still exert significant political influence particularly through the Uniting for Peace framework when the Security Council is unable to act.
The Third Committee (Social, Humanitarian and Cultural) is responsible for issues relating to human rights, humanitarian affairs, refugees, and vulnerable populations. Its work includes reviewing reports from relevant UN bodies and drafting resolutions on social and humanitarian matters for consideration by the General Assembly.
OVERVIEW
The topic for this council in this MUN is The Derivative Harms of Illicit Drugs and Countermeasures.
Transregional drug trafficking undermines social structures and generates severe public-health and human-rights consequences, directly affecting human dignity and societal well-being. As such, the issue falls squarely within the Third Committee's mandate, allowing states to address it not only as a criminal concern but also as a humanitarian and social challenge.
Meet The Chairs

Kuo Kuan Tsen
Kuan Tsen is currently an 11th grader in Nanshan High School. He has his three biggest priorities: studying in cafes, participating in clubs, and meditating. Studying and attending club events allows him to broaden his horizons and widening his connections, while meditation provides him with quite an amount of time to reflect on himself. Kuan Tsen has also dedicated himself into understanding social issues and acknowledging their impacts in life. With 13 MUN experiences, he strives to do his best with his fellow dais members to make the BYMUN conference top-tier. This journey to Nanyang Girls’ High School will certainly be a once-in-a-life-time memory for him, which he aims to gain a lot from.

Lin Yan Ru
This is Eden. His MUN journey commenced two years ago, back when he was just a freshman in high school. The very first conference he attended was EMUN 2023, where he was thrown into a whirlwind of intense diplomacy and intellectual exchange. He was so overwhelmed with nerves that the only thing he managed to say was, “Present and voting.” Since then, however, he has embarked on a rewarding journey through more than eight conferences, both domestically and internationally (though his forte is, in fact, programming rather than debating). Nevertheless, MUN has truly shaped the way he sees the world—from delegate to chair, from ignorant to expert, from mute to eloquent speaker. He might not be the optimal choice for being a chair, but he guarantees that participants will receive one of the best MUN experiences they have ever had. You own it.

Weng Yutien
Yutien is a sophomore (10th grader) from Nanshan High School. In daily life, Yutien enjoys reading history books and watching amusing jokes, often making friends burst into laughter. Yutien’s special talent is acting like a caterpillar.
Yutien has participated in conferences four times and has received awards such as Best Position Paper and Outstanding Delegate. Experiences as both a chair and a delegate have been extremely rewarding.
Yutien looks forward to meeting everyone at the conference!

Hsu Cheng Hsuan
Cheng-Hsuan is a 10th grader from Nanshan High School. Her greatest passions are acting and appreciating music; beyond that, abstraction is her belief and style is her highest pursuit.
With four conference experiences, she has been honoured as Best Delegate and Best Organization, and has also served as the Chair of the European Council. She looks forward most to meeting fellow delegates at this conference and creating a memorable BYMUN 2026 journey together.

Kung Heng Yi
Henry was delighted to receive an award during his first participation in a Model United Nations conference, and this sense of achievement became an important motivation for continued participation and the accumulation of experience. The Chair has participated primarily in English-speaking committees and is therefore relatively familiar with the rhythm of discussions and negotiations conducted in English. In addition, the Chair is currently learning Spanish and practising a British accent, simply out of an interest in languages themselves, as well as a desire to experience the appeal of multicultural communication through different languages and accents. The Chair believes that MUN is not only a forum for the exchange of positions and policies, but also a process of exchanging ideas and broadening one’s perspective. In this conference, the Chair will strive to work together with all delegates to create a smooth and enjoyable experience.
